The State of New Hampshire, Department of Environmental Services, Solid Waste Management Bureau, has a part-time vacancy for Solid Waste Infrastructure Grant Manager.

Summary: Plans, coordinates, and implements environmental actions under the federal Solid Waste Infrastructure for Recycling (SWIFR) grant program administered by the Materials Management, Education, and Planning program of the Solid Waste Management Bureau.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university with a major study in a related environmental science. Each additional year of formal education may be substituted for one year of required work experience.

Experience: Six years’ experience in the area of environmental science, environmental conservation, environmental engineering, chemistry, chemical engineering, geochemistry, geology, hydrogeology or closely related field, two years of which shall have involved supervisory duties as well as the preparation of various environmental documents, legal briefs or related research.

License/Certification: Must possess a valid driver’s license for performing professional field work.

PREFERRED QUALIFICATIONS:

Experience in contractor management is preferred.

Excellent verbal and written communication skills; the ability to understand and properly apply environmental laws, rules, permits, policy and guidance; the ability to quickly organize, review and assess technical and other data and information to make fact-based and well documented conclusions; highly disciplined work habits that allow multiple projects to progress simultaneously and competing priorities to be managed successfully; the ability to read maps, plans, and laboratory data; proficiency in using MS Office software; and the ability to work well with a variety of people in a variety of settings.

Responsibilities:

Supervises the technical aspects of field data, investigations, and analyses by NHDES contractors to ensure quality assurance standards are met and sufficient to support regulatory decision making related to the implementation of the State’s Solid Waste Management Plan.

Participates in contractor selection as a key member of the selection committee, prepares and tracks Requests for Proposals (RFPs) and Governor and Executive Council (G&C) submittal packages for approval.

Manages the review of contractor’s work scope, the effectiveness of proposed methodologies, and completeness of work. Coordinates follow up when as necessary.

Reviews, analyzes, and determines the adequacy of environmental data provided in technical reports, ensuring adherence to NHDES guidelines and federal requirements of the SWIFR program.

Oversees, coordinates, and manages federal reporting requirements related to the SWIFR grant program to ensure the proper and timely reporting to the USEPA.
Reviews contractors’ invoices to provide timely and accurate payments.

Analyzes statistics and procedures pertaining to the SWIFR grant program and makes recommendations to improve effectiveness and/or efficiency.

Represents the State’s SWIFR program, providing presentations on solid waste infrastructure grant outcomes to diverse groups including federal, state, regional, and municipal officials, consultants, and the public.

Provides input, expertise, and support for implementing programs, projects, and procedures to accomplish the goals of the State’s Solid Waste Management Plan.

Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary and redundant actions.
